Most shortlists are built from portfolios, and that is the wrong place to start. A portfolio shows the work a team finished, with the rough edges edited out. A 30-minute discovery call shows how they think while your project is still messy, which is the version of them you will actually work with.

This list works differently. Every company below is worth an hour of your time, and for each one we note the question to press on in that first conversation.

What a Good Discovery Call Should Surface

If a team cannot answer these clearly on the first call, a polished proposal will not fix it.

  • Privacy fit: Do they understand PIPEDA, and Quebec's Law 25 if you have users there? Where will your data be hosted?
  • Language: If you serve Quebec, is French built in from day one, or treated as a translation job later?
  • Scope honesty: Do they push back on features, or agree to everything?
  • Life after launch: Who handles OS updates, crash monitoring and app store rejections?
  • Working hours: How many hours overlap with your team, and who is your daily contact?

1. Dev Technosys

Dev Technosys is not headquartered in Canada, and we will come to what that means. It takes the top spot because of what happens on its discovery calls. The team asks about the operational layer first. Who approves a refund? What happens when a payment fails halfway through? Which admin screen will your support staff live in all day? These questions decide whether an app survives its first busy month, and most agencies don't raise them until the build is already underway.

That habit comes from the work the company has done since 2010. Its teams have built fintech products with KYC checks and complex payment flows, healthcare platforms that verify patient documents, and real-time systems where a delayed update is a real problem, not a cosmetic one. For a Canadian business, that background covers what matters most here: consent-driven data handling, bilingual interfaces and payment integrations that work across provinces.

As a mobile app development company, Dev Technosys builds native iOS and Android apps as well as Flutter and React Native apps, along with AI features, admin panels and backend systems. It has 250+ in-house professionals, is appraised at CMMI Level 3, is certified to ISO 9001:2015 and reports an 89% project success rate. Most of its new business comes through client referrals, which usually says more than any award.

Honest limitation: The delivery team works from India, so its working hours overlap with Eastern and Pacific time for only a few hours a day. Projects run best with a fixed daily sync call and clear written updates. If you want an in-person workshop in Toronto every week, a local studio will suit you better.

Ask on the call: How will you handle PIPEDA and data residency for my users?

Pricing: Starting from $10,000.

2. Konrad

A Toronto-based digital consultancy that combines strategy, design and engineering for large enterprise brands.

Limitation: Built around enterprise budgets and timelines, so early-stage startups may feel out of place.

Ask on the call: Which of the senior people from the pitch stay on the project after we sign?

3. TribalScale

A Toronto firm known for enterprise digital transformation and agile delivery. It often embeds its people in client teams.

Limitation: Its process-heavy approach can feel slow to founders who need a quick prototype.

Ask on the call: How much will you upskill our internal team along the way?

4. MindSea

A Halifax studio that has built mobile products since 2007, with a strong focus on digital health and privacy-first design.

Limitation: Outside health and wellness, its specialist edge counts for much less.

Ask on the call: How do you handle personal health information from the first sprint?

5. Mirego

A Quebec-based, design-led studio known for polished native apps and strong French-English bilingual work.

Limitation: Premium pricing makes it a better fit for large consumer brands than lean MVPs.

Ask on the call: Can you walk me through a bilingual app you shipped and how you managed both languages?

6. Steamclock Software

A Vancouver team focused on native iOS and Android, with a solid reputation for craft.

Limitation: A native-first approach may not suit teams that want a single cross-platform codebase to keep costs down.

Ask on the call: When would you recommend cross-platform over native for a project like ours?

7. TTT Studios

A Vancouver product studio that works with operations-heavy industries as a fractional technology partner on new builds and legacy upgrades.

Limitation: Less suited to consumer apps where visual polish drives growth.

Ask on the call: How do you modernize a legacy system without disrupting daily operations?

8. Pieoneers

A team that helps startups launch MVPs quickly while keeping code quality in check.

Limitation: Better matched to early-stage products than large enterprise rollouts.

Ask on the call: What would you cut from my scope to launch in 12 weeks?

9. Spiria

A Quebec-based custom software firm that builds mobile, web and connected software for mid-size and large clients.

Limitation: Mobile is one service among many, not its sole specialty.

Ask on the call: Who on your team focuses on mobile, and what have they shipped recently?

10. Hooman Studio

A design-led studio in British Columbia, founded in 2018, focused on mobile apps and digital products.

Limitation: A smaller team may not have the capacity for large programs that span several apps.

Ask on the call: What does your team look like if we need to scale mid-project?

How to Use This List

Pick three companies and book the calls in the same week, so the comparison stays fresh. Send each team the same one-page brief, then notice who asks the sharpest questions back. The team that challenges your assumptions on the first call is usually the one that saves you money later.
